I have a coin of this design BUT it is dated 1999. I can not find any other issue listed is a forgery or is there another explanation?

Sure it isn't a 1949?  Pictures would help. Weight? Diameter? Magnetic?

Solved this morning despite what yesterday repeatedly looked like 1999 was in fact 1933 - sorry but thank you for replying, my old age eyes!
