Hi, ive seen that there are cities, regions, and political entities listed as issuers. Whats the idea? To divide them according to the entities that issued them, or the place of issue?. Some are done right, but others are not and i think its confusing.
For example; there is an issuer “Chita, City of”, but chita never issued notes as municipal or city government, the notes under it are the ones issued by Government of the Russian Eastern Outskirts, same entity that issued the notes under the issuer of “Siberia (Vladivostok), Provisional Government of”.
I havent gone through all issuers, but i think this problem may be happening with other notes. I would just like things to be regularized.
