Puerto Rico (as United states Territory) is in the drop-down list but greyed out and not working

 

Can that be activated?

 It is greyed out as it says in brackets - it is a Section of the catalogue.

why are we even being shown the grey parts - can they not be shown at all? 

What is the point in being shown the Section headings - no use in a Search.
