Modern BC/AD names are BCE and CE. Other sign of numista being old :)

It is founding year. Not issuing year. I would question why 1991. Moscow mint token in 1991 set is squire shaped. 

Edit: OK, some simple plastic casing comes with round token. Now to find 1991 set in that packaging :)

The history of coinage in Moscow dates back several centuries, but the date of the founding of the modern enterprise is considered to be 25 April 1942.

Primary mint was in Leningrad. Mint marks on regular circulation coins show up only in 1990-1991. Only collector coins have Moscow mint marks before 1991.

N#94486 - that's 1990-1991 mint token. Round ones were from earlier years.
