Add signatures to Central and Equatorial African States [Risolto]

I made a list of signatures for both Central and Equatorial African States:

The NULL in the issuere coloumn is the Central Bank of Equatorial African States, which I have argued for here:

There were also two unknown names amongst the signatures, but I still added them, just in case
