Add signatures to Tonga [Risolto]

I have tried to compile a list of Tongan signatures.

Some of them has titels in the names, which I was unsure as to how to handle.

Note the yellow name is the later King Tupou IV, then Crown Prince.

Sources are in the bottom of the spreadsheet.

Mistakes may have occoured, but I did my best with the available resources. Thank you :D

I tried my best here. For the "Government of Tonga", Moneypedia has many inconsistencies. I tried adjusting some things in the implementation, but something may have been missed.

If you find any problems, just report them. =)
