The Durrani are currently counted under the broad issuer of Afghanistan, and will not become their own issuer. This is the same for issuers such as Safavid Iran

These situations are messy, but I agree with Reslumi.  

We should have the Durrani rulers as ruling authorities when their rule extended into India, but not set them up as an issuer in India.
