I have accep all the requests for this to be added as an issuing entity. My personal opinion is that “The Penny Men” should be added as a mint instead. To me the issuing entity would be the zoo, National Park, Disney, Grand Ole Opry, etc. Just like any private mint commissioned to produce an item for a company to be sold as a souvenir.

I do not think this. We have issuing entities that issue medals of tourist attractions, and the attraction is not the issuing entity:
