Algeria and Thailand Silver coins

Hello to all. I notice Algerian 5 Dinars 1972 and Thailand 20 Baht 1963 were Cicrucaling Commemorative on the last week, but now them are in the Non-Circulating section, why?

“Please stop   classifying non circulation coins as circulating. It creates confusion. This coin was never meant for circulation and you can check other references . Its a nclt coin. The nickel version was circulated”

Why was this private comment added in the comment field and more concerning verified? 

As of March 2025 it was still a circulating commemorative coin so the change is recent. Since there is no referee must have been done by Admin/master referee.  Sometimes people think the page Comments section is the place to put justification for the change.
