Both items look like same 1982 20 year bond with lottery conditions.
Maybe move all users to first item that has ruling authority and type set and remove second one. Then I can start fixing other things on first item.
I suspect bond was probably issued til end of USSR. Year 1982 line should be converted to ND (1986-1991). There is source telling whole history of the bond and that 100 roubles were issued only after 1986. 1982 is start of the bond period and not when individual emissions were issued.
