Coin with Fukien Province obverse and Kwang Tung reverse?

Anybody has some info on this? I was trying to look for some info but could not find an answer. It looks like the Obverse and Reverse are from different provinces. How is this possible? 
 

Obverse: Fukien Province (with a bad scratch)

Reverse: Kwang Tung province.

That does not look like silver, definently a fake.

Thank you for your helpful reply. Why isn’t this silver  may I ask? I think it is the lighting in the pictures. 

The colour and shine is wrong, compare it to some real silver coins and you can quite easily tell the difference.

Also, the pattern on the inside of the 2 and 0 is wrong which further indicates that this is a forgery.
