Fix the flag of the Russian Soviet Federative Socialist Republic

The flag of the Russian Soviet Federative Socialist Republic (1917-22) is recently updated. Now it is showing up besides the individual coins but in the list of issuers it is still an empty field with a question mark.

 What is this cache thing, and how do you clear it? 

Cache are without technical talk, a lot of small files that your browser downloads from websites and uses them to make those websites load faster next time you visit them or save your preferences on those websites.

Does that then lose all passwords? 

Do you then have to restart the computer for it to take effect?

 So still on the site, and without a restart, and the flag is there. Thanks :)

 Edit - that reminds me - when I choose one of those few available, 

currently, as seen they are black and white. Yet once Send is clicked 

they appears in colours on the Reply. I vaguely remember years ago 

that even in the selection box they were already coloured? 

That usually depends on which browser you are using. And it can be different on phone as well.
