What is wrong with the ruling authority of this 3 Heller?

When I edit N#550354 and changed a mintage line comment two modification requests are created:

• The mintage line comment change.
• Changing the Ruling authority of the base coin to blank.

What is wrong about the listing to cause the Ruling authority change to be created?

It seems all right as it appears right now, City of Breslau (Silesia) if you meant that as ruling Authority 

and I cannot see any mintage line according to SCWC, did you use a different book?

Edit the entry. Make a change to the description and nothing else. Look at the modification request and you will find that the Ruling Authority field was also changed (to blank).

(I just tried this again to verify the issue still existed and then cancelled my change request.)

I hope to have understood the question. As I can see the Issuer is Breslau, City of, while it wasn't stated the ruling Authority, so it's blank (unknown) the other option could be Free City (1337-1670).
