Hi Numismatists,
Can anyone tell me why some of the Hejaz countermarked coins are designated as Standard Circulation and some are Official Necessity coins?
For example the 2 coins below are very similar albeit the host coins are slightly different. Both Ottoman 40 Para AH1327, both countermarked in 1916 I believe. So what makes them have differing designations when it comes to type?
And how do we know one is Standard Circulation and one is not?
