I've been reading lately about Gulf Rupee and seems like India issued Gulf Rupee banknotes ONLY for use in Persian Gulf (Qatar, Oman, Bahrain, Kuwait and UAE) and not legal tender in India but their notes stay under India issuer.
United Kingdom issued ⅓ Farthing coin for use ONLY in Malta and not legal tender in United Kingdom but stays un Malta issuer.
Shouldn't a common issuer with Persian Gulf states be created?
