What is the difference between British West Africa 1 Penny
KM 19 and
KM 25? The existing description is the same and the dates overlap.

That is not duplicate. KM 25 is mule. The problem is in description.

As Kuna rightly says the Numista listing is inaccurate. The KM#25 is a mule with the KM#16 obverse (Edward VIII) and the KM#19 reverse.
edit: I have now submitted a change request to the catalog with the required corrections and pictures.
