Is this coin circulating or not?
With that mintage it can only be circulating right?

It's a circulating commemorative, distributed in bags and also hoarded by dealers by bags.

So all 10 roubles commemorating old cities pages should be modified to mark them circulating

They are circulating... nominally. Like 1 US dollar coins in the US. Sometimes, somewhere, maybe.

- 10 roubles 2000 and 2001 had mintages of 10 mln and could be found everywhere, in very big amounts. But by this moment even they have already completely disappeared.
- Most of 10 roubles 2002-2009 had mintages of 10 or 5 mln, and they also were circulating, but in fewer amounts. Russian collectors suppose that some part of their mintages is still being kept in the central bank's storage.
- And starting with 2010 all the new issues of bimetallic 10 roubles - despite their big mintages - appear only at coin dealers.
What about the 5 roubles large soviet coins, where they also circulating?

I don't remember, I was a kid. Commemorative 1 and 3 roubles definitely were circulating, but 5 roubles... maybe. I just didn't have so big money at that period.

Yes, they were, but probably only in big cities like Moscow and Leningrad/St. Petersburg.

I've kept a few of them for my collection, including one proof that I bought for 15 rubles (a lot of money for a teenager) back in 1991.  :)

It's not nearly quite as bad as you describe it. Members of my extended family travel to/from Russia pretty much every year and they always bring new circulating coins for me, including these 10-rubles:
2010 1150 anniversary of Russian Statehood
2011 Town of Martial Glory: Yelnya
2012 65th anniversary of Victory in the Great Patriotic War (1941-45)
2012 The Bicentenary of Russia’s Victory in the Patriotic War of 1812 (Napoleonic Invasion)
2012 Ancient towns - Belozersk
2013 The Republic of North Ossetia-Alania
2014 Penza Region
2014 Tyumen Region
as well as several Sochi coins

The only ones that actually came from a dealer was a compete set of 2012 2- and 5-ruble coins (1812 Victory Bicentenary) someone gave me and several 1-oz silver Sochi 3 ruble coins that I purchased myself.

The ones that do seem impossible to find in circulation are the 1992-1994 Red Book series, but that's not really a surprise given that they only had a 300k mintage.

OK,  I stay in Moscow not all the year, only 7-8 months every year. This year I returned home in the beginning of april. For the recent 2,5 - 3 months I haven't got for change any bimetallic 10 roubles coin, though I'm usually visiting big supermarkets, fast food restaurants and other places that put new coins into circulation. And I'm usually asking cashiers if they have recently received any bimetallic coins; the answer is always "no". So if you come to Moscow and can't find any bimetallic coin, don't be surprised.

But... some people say that in other regions (even in Saint Petersburg) bimetallic coins still can be found.
