Look at the pictures: these are definitely fine letters and the fine reeding and coarse reeding also matches. But the number of beads is swapped. The 1994 has 72 beads and the 2009 has 96 beads:
Or is there anybody with a 1994 with 96 beads or a 2009 with 72 beads?
By the way, the pictures in the 2015 edition of the Standard Catalog of World Coins aren't right: the picture of KM# 111.2 with the bold letters is a picture with fine letters too, the KM# 111.1
