I've gone through my best guess countries and couldn't find a match. I probably just overlooked it, but believe some of the experts here will spot it immediately.
Diameter is about 25mm and composition appears Cu-Ni, medal strike.
Looks like a modern coin from the Ottoman countries, but could be a token or medal.

I don't know if you can read Arabic figures. If you can't go to https://en.numista.com/numisdoc/calendar-islamic-30.html.
Then you can see the 10 of the denomination and the 1984 of the date. Even if you don't have a clue how the denomination is called, just go to the Numista homepage and put in the search box at "search in catalogue": 10 1984 and click on search. Choose for "coins per page" for 100 and click at "fast input" on "hide" (then you only see the pictures and not the lines for all the possible dates).
Then you get this and your search is narrowed down to 2 pages which you can easily scroll through and you will find your coin:

I got the date wrong because I was shooting from memory, and apparently a little rusty.
Thus, when searching the catalogue, I stopped before I got to 1984. Well, now I know of a faster way to search, but I’ll still need to get the date right.
