Germany Halloween 2 Euro

Few days ago I bought a coin from eBay and I am not sure what is it exactly. It is a color 2 euro coin that commemorates Halloween. It is obvious that coin is minted as Germany 2013D Baden Wurttenberg but the Halloween picture is colored over it. Coin came in a box that has a "certificate". This certificate is just a piece of paper that says 2 Euro, Germany, 2013, Happy Halloween and montage is 3000. I don't know who makes those coins and with whose permission.

I have never added a single coin to the Numista catalogue before but plan to do that in the future. I just added this coin under Germany but I am not really sure if it belongs there or in the token section. The"certificate" says Germany, but I will have to wait to see what th refery is going to say.

Does anyon know anything about this thing? Any thoughts, comments or ideas are welcome.

Looks like someone made extra money by putting ink or a sticker on top of the coin. The "halloween" does not add any value, if you hold the coin at the angle you will find the date on the coin. This isn't a new coin, but the year and mm on the 2 euro coin sheet.

You are absolutely correct. As I said it is Baden Wurtberg from 2013 https://en.numista.com/catalogue/pieces42149.html but the Halloween image is placed over it. It is not a sticker, it is ink. I think it is a very good quality print. T

Do coins like that have place on numista, and where is their place? Germany, tokens....?

Personally, I do not think such coins should be here on numista. It is still normal 2euro, some ink on the reverse really does not matter.

I would classify it as 'after mint' damage and this does not even belong in the token section!

The European Commission has stated that the moment the normal 2 € coins are colored they lose the status of legal tender. So that makes these coins "tokens" I guess.
The European Commission also stated that the coloring of 2 € coins should not be encouraged but must be tolerated. So they are not fakes or something like that, but turned to "collectible coins" ("verzamelmunten" in Dutch) once they're colored.
In the mean time a lot of people collect these coins and there already exist catalogs for them.
