Japan coin I was unable to identify [Risolto]

I realize it is a poor photo but I need a new lense.

This is a Taiwanese 1 Yuan - Year 64 (https://en.numista.com/catalogue/pieces1274.html)

I have seen this particular coin (and only this one from Taiwan) so many times claimed as Japanese I don't know why. Probably because it's the most common one.

Thanks very much. I was completely stuck. What is worse I already have 2 in my collection I had already identified.
