I understand your point of view... However, I've to tell you that in France, lots of similar French cities tokens labelled in ECU or euro effectively circulated as a local provisional bond currency mostly used as a help for local trade and, for pre-1999 issues, as a way to familiarize people with the euro currency despite we didn't know anything about definitive euro coinages. I know it as I received 2 bond tokens from my own city during the validity period of such bond coinage. From a foreign look, they seem fantasy, but most of them had a real use.
