Smaller coin has date numerals ١٣٢٧ which is 1327 in Islamic calendar, and I typed that in Search using the Special Keyboard for Arabic. On the first page was this (Egypt 1/40 Qirsh) ...
Beat me to it - that was the link I found just now. It was on the last page when I typed ١٢٩٩ in the Search, and 291 choices came up. As the list is alphabetical countries order, it took a while to go through them all. So ١٢٩٩ is 1299 which is 1882 date. I tried to make the search quicker with ١٢٩٩ scales typed in, but there was no obverse description like that (will be in future as I just made a modification request).
The Zanzibar coins were in a way "tokens" because they were issued by the British East India Company as forms of currency exchange with Mombasa, India, and Malacca (in the Dutch East Indies).

Stop raining on my parade SmartOne! Ok just one more - same rummage bin....this one just might be a token - scanned one side a little bigger than the other - the coin is very thin
This one looks like a token for sure. The obverse is very crude, yet the striking is bold. Additionally, I cannot find it in the catalogues, and it doesn't look like any form of currency.
