My understanding is that the two halves come apart, like one of those "best friends" heart lockets. Samoa issued one half and Kiribati issued the other half.
Possibly the two halves should be documented separately, and not the combination?
I'm aware of that. I meant which of the 2 countries issued that "mule" piece and was supposed to split it but didn't? That's where the coin should go. If i remember well, some other mule coins are documented in krause having obv and rev from different countries. Which is kind of a similar case.
Oh, I didn't realize it was a mint error where the two coins were not cut apart. I thought it was just the two coins put together and photographed as the complete pair.
Yes, it is an error, no it isn't a mule. It is an error where the coin was minted together. The problem I have though is which country to put it under.
These coins were conceived and marketed by the German "numismatic" firm MDM Deutsche Münze with licensing fees paid to the respective governments. Production was contracted to private minting facilities, apparently EuroMint GmbH and Münz-Prägstatt GmbH München.
