Common coin only in proof version [Risolto]

Can a proof coin with a mintage of 300.000 be considered as a "common coin"? I've come across a few of these in the catalog, here are 2 examples from (edit:) Bulgaria (of course z|):
20 Leva and 50 leva 1989

To me, if it is proof it's not supposed to be circulating ... so it should be "non-circulating coin"
