In the Czech 50 Haleru currency (km # 3) in any case since 2003 both the year and "Ceska Republika" is written with a double line.
Should not a distinction be made between coins from 1993 up to and including 1999 and those from 2003?
Currently I do not own coins from the intervening years but I think the double line starts around 2000-2001.

If you look at the coin page in the comment boxes after the year line, you can see this distinction is already made: KM# 3.1 or KM# 3.2, although it's not exactly the same as in Krause. In Krause the KM# 3.2 starts somewhere in 2001. In that year both sub numbers exist.
I think Numista is wrong: according to your picture 1999 should be KM# 3.1 and not KM# 3.2
Nope, Numista is right. 3.1 and 3.2 differs in mintmark. This change went unnoticed by Krause and starts in 2000, while mintmark changed year earlier (and was used on some set and proof issues before that).
