Thank's Richard! Would you translate what it's written on it? Was it issued by Government?

I remember the Russian language only from school - and it was a long time ago.
I think it is a check, a voucher for use in a specific chain of stores.

The only statement you should care about is the last one: "Передача чека в собственность другим лицам запрещена". It translates as "It is prohibited to pass/give this cheque to anybody else". ;)

IIRC, it's basically this: Soviet marines serving on ocean-going ships were not allowed to earn money in foreign currency, because, USSR, duh, but due to some tricky reasons (I forgot the details) they were not allowed to directly get Soviet money either. So those vouchers were the solution.

I am not exactly sure of those details, though. But the "voucher for use in a specific chain of stores" part is definitely correct.

I actually have one of those in my collection. It is a 5 kopek, though, and the date is later.
Great info! Thank you!
