New Italian State: County of Cocconato

This coin just entered the catalog. It was minted in Cocconato, which was a tiny county ruled by the Radicati family until the late 16th century. It was since absorbed by the Duchy of Savoy.

This is just one of dozens of Italian mints that are not yet represented by the existing Italian states. How should we treat these?
Independent and minting own coins from what I get, then could be a new issuers. Added to next meeting agenda to discuss :D

The Italians make a distinction between the larger 'pre-union states' and the independent mints. It's a choice that is up to us. Let's just for now keep them in one place.
