With a mintage of 20 million and in view of the previous 25R coins, I'm guessing this is a mistake and it should be marked as circulating commemorative.

Based on my knowledge coins: 2018 FIFA World Cup Russia - "Zabivaka" colored and color-free is only commemorative coins - circulating commemorative coin.
Type: Non circulating coin - this is a mistake.
The tricky part with the cupronickel 25 ruble coins is that they don't circulate. The Sochi types certainly never really did, and so far the new World Cup ones don't either (though they're at least more likely to, not being issued in plastic blister packs).
I've received a total of two 25 ruble coins in change so far - despite asking in dozens of big and small stores for years. And one of those two was still in its blister pack, so saying that it "circulated" would have been a bit dishonest. (I sadly don't recall much about the other one.)
They definitely can circulate; they're legal tender, and I've actually spent a few (when I really liked the shop, and/or ran out of any other money).
I sometimes find online news reports that they actually did circulate in some city or other. I have no idea whether those reports are true or not. Most of the time I've never been to those cities.
I'd say that they should count as "circulating commemoratives", but they do make the whole thing somewhat tricky.
