Translation: The same design of a "half-moon" geometrical shape as used on the obverse is present; the reverse has on the left (in relief) a motif of big tangled lines symbolising two famous books/speech quotes by Pierre Mendès-France: "Gouverner, c'est choisir" (To govern is to choose), and "Choisir". There is also the face value, and on the right three lines saying "République Française" and the date.

It just says "The face value is written on bands forming a geometric motif." without any further explanation of what the lines represent.

I'm not used to this coin so what I'm going to say is just about translation from french. I don't know what it truly represents. Based on the french wiki Cass has posted it does not represent "speech quote" (which should be in french "citation d'un discours" or just "citation") but books written by him ("ouvrages").
Even if, it's true, Mendes France used these quotes in speeches, he also had books titled like that.

I briefly researched the "ouvrages" (that word means in English as the more vague term "works") cited in the paragraph and I found evidence for it being representative of both speeches and books by PMF, so I made my decision on emphasising the former. Now amended. ;)

About the motif used I think it's minimalist symbolism, nothing much else.
I believe it is a view through a segment of a type of globe model illustrating various great-circles like this

reminds me of a a M.C.Escher design, but i can't find it.
