Not sure this is the correct coin for the KM# the date should be 1998, could this be Sierra Leone km#103?

Exactly, the coin in the Numista catalogue is incorrect. Sierra Leone $1 KM#103 should be date 1998 Rev: Head 1/4 left, same design as Sierra Leone $10 Dollar KM#104.
