Can you help me to read the date ? Cant find it a proper year.

I think it is 13x6 what is the 3rd digit ? It looks like arrow down

It has to be a 1346 (١٣۴۶) or 1967, since it's the only year of this type with a date with first digit 1 and last digit 6.
