Can anyone help identify this banknote? [Risolto]

To me it's Japanese, but I can find any reference anywhere. It's possibly some kind of test note or not a banknote at all?

If you're interested in knowing, it was issued by the "Southern People's Bank" (南方人民銀行) shortly before the Communists (under Mao Zedong) took full control of southern China the following year.
