Help identifying Japanese/Chinese paper money?

i think this may be some sort of rations paper I’m not sure. I tried to use a photo interperter but it didn’t work very well. Any help would be appreciated.

This is not a banknote, or any sort of currency at all; it's actually a primary school ("小學校") certificate from Japan (as evidenced by the Hiragana characters accompanying the Kanji).

The Kanji characters I can identify indicate that it was issued by a primary school in Tokyo in the 11th Year and 3rd month of Emperor Showa's reign (1937).
That’s pretty impressive!!! Where can I find out what it says?
This was actually in the same pile of notes as the 10000 yuan note. That I had asked for help before & you responded to.
