Elagabal, proclaimed emperor on May 16, 218, the only august before the end of June or the beginning of July, leaves Syria to join Rome. Elagabal stops at Nicomedia, he stays there all winter and gets sick. It is in this city that he gets his second consulate. Elagabal will not arrive in Rome until July or September 219, bringing the black stone of his cult to install it in his capital. He will never return to Syria, quickly murdered after a reign unequaled in turpitudes and disturbances.

As Frenchlover indicated, this coin if from the Aquileia mint, 375-378 AD. However, it has been struck more than once, probably at different times (i.e. not an accidental double strike).

Ignore the central images and look at just the legends.
The second photo has the obverse legend that corresponds to Valentinian II (375-392): D N VALENTINIANVS IVN P F AVG.
The first photo has the mint mark of Aquileia and a legend ending in CAE. There are three reverse legends possible: RESTITVTOR REIPVBLICAE; SECVRITAS REIPVBLICAE; AND FELICITAS REIPVBLICAE.

The reverse standing figure does not seem to match those used by Valentinian II, so may be from a different ruler.

The reverse type is usually GLORIA ROMANORVM
however it seems impossible to struck the legend of a reverse on an obverse and vice versa :8D, that's why I think ther is some tweaking.
