Warning over rate not given yet

Would it be too much to ask for upgrading "Swap monitor" page with extra step between "Confirmed" and "Rated" with intermediary step like "rate badly needed". Only not rated swaps with after 30 days of confirmation would have such remark.
Further, not rated swaps with predefined time after confimation should automatically be on top of all other swaps for another 30 days. After swap is rated or is passed 60 days after confirmation, it goes back in line with others.
Different coloring would also be nice to have.

Reason for proposal: Post offices have limited time for damage reimbursal over lost/stolen shipments.
