Should this be happening?

No - maybe it could be sorted out that whatever (unseen here) is on the left can
be shortened; although why are there long yellow or green boxes with only
a short Pending or Validated word in there? Maybe changing that would solve it.

I made some adjustments, especially to avoid the long status box.
Still I was not able to reproduce the issue of the list getting below the ads. If this still occurs, could you please inform which browser and version your are using?
