Add issuer: Bank of Canada

Hello! I believe we should add the Bank of Canada to the issuing entity list. All notes from P#38 to new notes were and are issued by the Bank of Canada.

Is this planned to be implemented?

"Dominion of Canada" and chartered banks such as "The Canadian Bank of Commerce" should also be added as well.

I hope it gets implemented soon. Notes P#1 to P#7 and P#7A should be under "Province of Canada", P#8 to P#37 should be under "Dominion of Canada", and some of the larger chartered/private banks should be listed as follows:

- Bank of Montreal: P#S 529 to P#S 564
- Bank of Nova Scotia: P#S 616 to P#S 633
- Canadian Bank of Commerce: P#S 960 to P#S 972
- Royal Bank of Canada: P#S 1372 to P#S 1394

If someone could add these issuing authorities, that would be wonderful.

And the referee is working on this I think.

I would prefer we do it strategically and add everything from the start rather than add one Bank at a time.
