Non Circulating Coin

Recently this coin has been shifted from Non-Circulating Commemorative to Circulating Commemorative coin.

 

Is this really a circulating coin?   Haven't seen any in circulation.

 

LCS have them in sets or as proofs only.

Since you're not from Singapore, I would say that's normal. In Paris, France, I haven't seen any either.

I believe these are meant for circulation. But saw limited circulation. Many of them were though issued in sets only. Back when I got them in early 2000s it was an odd denomination not largely used but indeed a circulation piece. On the other hand my friend was working in Singapore for 2 years and he didn't encounter any as well. General public did knew about them - something like 25 kuna of Croatia.

1995 piece was distributed as a loose coin at nominal value per MAS. Millennium piece as well. For the regular ones, let's look at 1999.

Not all were sold in a set, right? The remainder must have gone into circulation.

 

The fact that they're listed with an issue price implies to me that at best, they may have been sold by banks at their face value (similarly to commemorative coins in other east Asian countries like Japan. I doubt they would've circulated heavily, if at all. It's worth noting that despite the larger mintage that year, the frequency isn't any higher than the surrounding dates, which you'd expect if the coin had circulated. Personally, I don't consider them circulating.
